In light of increasing petrol prices and continued dependence on foreign oil. I have few suggestions
Assumption 1 - Based on current analysis the battery technologies are not cheap and advanced enough to support electric cars in huge numbers.
Assumption 2 - It is estimated that 70% of Diesel, 99.6 % of Petrol consumed by Transport Sector. Of this based on information on internet 62% petrol used by two-wheeler, 27% by cars.
Current Scenario - At the same time there has been zero action to provide any incentive to companies and buyers to produce cheap eclectic two wheeler. Thus there is huge latent demand for electric scooters, motorbikes and scooties in India.
Below are my suggestions
1. At high level or level 1 or long term -
1.1 Government should provide overall incentive to companies to produce electric bikes and electric scooters. This should be most for scooty or moped then for scooters and least for bikes. The reason for this is that immediate result is needed here scooty being cheaper product normally will not get support. But current battery technology can support duo sccoties without any investment in R&D. So if incentive is there companies can roll out duo scooties (moped) immediately but not so for sccoter or bikes. This segment will cannibalize some of the scooter and mobike segement hence no company is rolling CHEAP electric scooties (mopeds).
2. At middle level or level 2 or medium term
2.1 People can be provided low interest or interest free loans for electric scooter, scooties, and mobikes. This will increase demand immensely so it will become difficult for automobile industry to ignore this market.
3. At lower level or level 3 or detailed level
3.1 Government should create a separate category for electric mopeds and scooties under tarnsport laws. These vehicles normally cannot achieve very high speeds say more than 50 Kmph but this is good for city driving especially in the congested cities (last mile). Thus we can have a vehicle category as electric moped (40cc to 50 cc) and with speed controller so speed cannot be more than 40 KMPH. For such vehicles age for getting licence can be reduced to 16 years and even further subsidies or incentives provided like zero registration and road tax etc based on cash and funds with government
3.2 This can be further fine tuned and made attractive by giving preference to girls. Like girls can get licence for such vehicles at 15 years of age. Licence for such vehicles can be provided via schools and online tests etc.
3.2.1 This is to create a eco -system of youngsters who have driven electric vehicles and will then not move to petrol vehicles easily. This will also provide great opportunity to teach road sense and rules to future mothers.
