The Ministry of Rural Development plays a key role in poverty alleviation, inclusive growth and overall development in the rural areas of the country. In view of this, various government flagship programs/schemes have been implemented, where each program aims to provide support and cater to address problems faced in specific areas. Through these schemes, ministry aims to improve the quality of life, correct the developmental imbalances and to extend assistance to most disadvantaged sections of rural India. Key issues being targeted include (but not limited to) areas of rural employment, livelihood generation, rural connectivity, social assistance, rural housing to name a few. For Smart India Hackathon 2017, they seek solutions for 25 problem statements.

Release of funds are done in installments with each installment linked to the successful completion of a house construction stage. House photo has to be captured and uploaded after completion of each stage of construction, which is verified and validated by designated official. Only after successful verification, the funds are released to beneficiary. Challenges faced are:

  • A house construction stage may be complete but only after the official visits the house and inspects, can the funds be released thereby introducing delay in inspection and ultimately release of funds.
  • Lack of standardization in quality/type of photographs (Pics clicked using different camera resolutions)
  • Physical travel required by official to perform inspection of houses in his applicable area.
  • Difficulty in identifying visible changes w.r.t. houses construction/density for any selective area/region.

Solution is to be developed which is able to assess and flag the probable areas that have higher instances of non progress in construction.

Various types of housing typologies have been developed to assist and help individuals in house construction as per locally relevant designs and materials.  Each area has certain characteristics regarding weather experienced, nature of land (flat, hilly regions etc.), exposure to natural hazard etc. Housing typologies define how the house is to be constructed, technology to be used, what materials can be used, the shape and look of house etc. which is suited best to withstand the weather and hazard in that particular region/area.

The housing typologies are limited to the access via a website (RHKN) only. Provision is needed such that all typologies are easily accessible and available on the run to any individual who wants to understand/gain knowledge on the housing typologies, house designs and construction for any location.

Each and every regions is affected with natural calamities, disasters etc. Region wise repository and visualization is needed such that if a person selects a particular area, he is able to know what kind of disasters, calamities etc. that region is prone to, for helping in selection of a type of house to be built and with the necessary precautions.

Currently, beneficiaries are identified, selected and registered after passing the eligibility criteria defined for PMAY(G) program from the SECC list. Since these details were collected over a period of time, there is a possibility that the details of the individuals may have changed.

A system to be developed such that beneficiary is easily able to self correct his details. The system should empower the individual to update/modify applicable his details and self authenticate by uploading supporting documents (if required) which would then be subjected to a review (verification) by official thereby limiting official’s intervention.

System to be such that it is user friendly, ease of open access and easy to understand to individuals, supporting easy correction/update in a time bound manner

Under MGNREGS program, any person holding a NREGA job card can directly demand for a work to be allocated to him, in return he is paid daily wages on the basis of work done. He might need to personally travel or submit applications through the workers module in NregaSoft software via the website. These methods are time consuming, difficult to access in rural areas and not much user friendly.

A provision/system/mobile App is needed such that the person can directly provide an interest/application for work to be allocated to him through a mobile interface enabling ease of access and submission of work demands, along with real time provision for submission for applications from anyplace along with tracking of his request status. An auto acknowledgement of work should also get generated.

The existing process of registering attendance for MGNREGS workers includes major challenges such as manual tracking and capturing of attendance on muster rolls and lack of authenticity.

A solution is required to streamline the attendance tracking process and introduce automation in system with ease of implementation, high accuracy and process effectiveness. An IRIS based attendance capture and monitor system to be created using IRIS recognition technology. The attendance of worker will be recorded using the IRIS recognition system which will be installed on the official’s phone and only after the IRIS details of the workers are captured, uploaded, scanned and validated, attendance will be recorded.

Consolidation of multiple Govt. programs implies an individual be uniquely identified in all DBs. To uniquely identify, a location address is provided (e.g. a village name) and then other details such as name, DOB, Mother’s, Father’s name etc. The name itself might not be same in all and can have variations in other DBs such as (Name – Raam, Ram, Rama), (Father’s Name – Shyam, Syam, Sham etc.). Algorithm is required such that inference can be drawn as to what percent the field value is matching between entries in other DBs. This will help estimating the overall variation % of field values in other DBs and the accuracy level if these programs are to be converged with each other.

Initially it can be one field, then can be extended to combination of multiple fields etc. Due to large volume of data, initially a sample size can be determined and taken to calculate the match.

Currently, an inspection officer has to make a visit and evaluate the work done by measuring/confirming the work level completed against standards or set level indicators (showing completion levels) and correspondingly the work completion is determined and confirmed. Basis on which the wages of workers are evaluated and payments are released.

A system is required where no special trip to be made is required by an official at ground level, rather official present at work location can directly click photo of completed work and upload in a system designed, where this system can then scan, perform analysis and assess (automatically) and provide the work completion details (measurements) by matching the level and other stats to work details already pre-populated in that system under different works.

There are many programs/schemes which fall under the department of rural development umbrella including programs such as PMAY, MGNREGS, PMGSY, SAGY, DDU-GKY etc. To see any scheme’s performance or achievements or areas of weak performance, there is no single platform available where Secretary or a minister can actively check the collective performance of all schemes and correspondingly be aware at all times and accordingly take decisions/actions.

A platform/dashboard or mechanism using which Secretary /minister can have access to all schemes’ performance based on specific parameters with limited dependency on contacting individual specific departments or involving manual interactions.

Various locational hierarchy, structure are being followed across different divisions such as LGD, SECC and other independent programs in the ministry. There is mismatch in the no of locations (districts, sub-districts, villages etc.), so a solution is needed which can bring all programs mapped on to a common aligned centralized location structure to facilitate interoperability.

Also, the process of any new addition/update in existing structure for all schemes in scope such as PMAY(G), MGNREGS, SECC etc. should go through a common centralized update framework, only after approval which will then be reflected in the centralized locational database (LGD).

As part of various rural development schemes, financial support is provided to beneficiary in which funds are transferred to various beneficiaries. Some locations or areas have high transactions (volume, amount) and some have low financial transactions recorded.

An automated system is required which can act as repository for all information and visualize location wise transactions happening. This would help the MoRD, DFS, banks/FIs etc.( participating stakeholders in schemes) to visualize the level of transactional load area wise and help them in making location specific decisions (such as installing branches, ATMs, BCs in areas with low penetration having large transaction volumes)

The existing payment process (release of funds) to beneficiaries is cumbersome, with long delays and turn around time, incorrectness in transactions, inclusive of various issues and inefficient in terms of exchange of information between participative intermediaries.

A solution is required to eliminate problems faced in existing payment structure and suggest new ways of execution of release of funds overall from Centre/State to applicable beneficiaries. Solution catering to last mile payment related problems to be developed.

In existing scenario, the approach followed for beneficiaries selection for various schemes is top down. All rural development programs/schemes aim at extending maximum benefits to rural poor. Assessment of eligibility is done by various officials assigned at Centre/States etc. A system is needed where the beneficiary can get selected into schemes and offer himself to tracked using unique identifier.(Biometric perhaps!!!)

DDU-GKY is a placement linked training initiative where placement of candidates is mandatory and incentives for the project partners are aligned accordingly. Physical verification is an important factor of it in which a sample of the candidates claimed as placed are visited at their employment location and their placement is verified.

Can a technology tool/solution be developed which can aid the verification process balancing between effort taken to verify v/s veracity of the verification.

Project Implementing Agencies have to provide proof of placement for candidates they’ve trained and placed. Documents such as bank statement and payslip are some of the documents that are used as of now. A lot of documents are submitted across the country by various PIAs.

DDU-GKY has plenitude of monetary and process oriented benefits aligned to support candidates. It’s important for the beneficiary to know what he/she is eligible for and it’s important for the Ministry to know whether the beneficiaries are being given the support that’s mandated.

Emphasis is to skill over 40 crore people in various kinds of multiple skills by 2022 so that they get employment and thus  improve entrepreneurship. Some problems faced in existing system :

Chances of the skilled youth not landing up a job due to improper demand tracking/awareness. Possibility of exploitation and mismanagement of employed youth by the employer with no one to adequately help post job. No proper mapping or tracking of a skilled youth with the job allocated to him. Lack of Awareness, Improper demand-supply matching interface/repository even when there is a large demand available.

The key problem faced in this is proper tracking, allocation and employment of the trained/skilled youth in a relevant sector. An avenue/platform is needed where individual departments of ministries have direct access or they can directly seek for skilled people for large demands in various job areas to cater to their requirements.

The basic idea behind the NRLM gov. scheme/program is to organize the  people in rural areas into SHG (self Help Groups) and make them capable of self-employment by helping them start some entrepreneurial activities. These SHGs provide various offerings in form of products and services which can be used on demand basis by any individual. Key problems encountered are :

Restricted growth, localization of products and services, Limited exposure to vast market (consumption within small geographical area), limiting or reducing the demand and supply requirements.

Currently, products made by SHG groups in a particular area offer lower quantity, several types products. Provision for enabling SHGs within a particular area to produce same type of output product so that the volume is more, thus attracting an entrepreneur/investor/buyer to source from that region itself and avoid searching otherwise.

Solution is needed to analyze these gaps and challenges and create a solution which would enable better and transparent process of buyer-seller mechanism.

The development of Gram Panchayats identified under SAGY is intended to take place through the convergence and implementation of existing Government Schemes and Programs without allocating additional funds.

The Ministry of Rural Development has brought out a document  named ‘Samanvay’ – compilation of 223 Central sector, Centrally sponsored and 1806 State schemes.

Ministry intends that this data may be leveraged for a mobile application with user friendly search options for better utilization by all the stakeholders of rural development. The mobile application may be named as ‘e-SAMANVAY’. The information may be made available in both English and Hindi with provision for adding regional languages later.

Currently the eligible people are identified based on the details of individuals filtered from the NSAP DB  after satisfying the eligibility criteria for scheme.

However, there are chances that details of many individuals are not there in NSAP DB and therefore although eligible, might not be considered for the payment of pensions.

Requirement is of a system which is able to fetch details/information using other DBs (such as SECC), compare with entries in NSAP DB and provide the mismatch count or list of individuals that are eligible yet not covered for the pension scheme for each location/area as required.

Creation of a centralized platform/Mobile App which acts as a repository listing down location wise conference rooms available across different departments in different locations. An official can log into the system, check the room options available and accordingly book the meeting room for a particular date and time in advance, in the building as per applicability or requirement. It should be able to provide real time status regarding allocation (booked/free) status of available rooms for conducting meetings basically delimiting the scope of a meeting room being used for a particular department only.
