Department of Empowerment of Persons with Disabilities

The Accessible India Campaign (AIC) under Department of Empowerment of Persons with Disabilities aims at creating universal accessibility for persons with disabilities in built environment, transport system and Information & Communication Technology (ICT) eco-system. This department has identified 7 issues for which they are aggressively seeking solutions from the Smart India Hackathon 2017.

1.It is an ambitious project which seeks to redesign the existing physical infrastructure in the country. Enormous difficulty in coordination with various stakeholders for implementation of AIC since multiple stakeholders entrusted with creation of barrier-free physical environment are physically distant. In order to have real-time coordination with various stakeholders across the country, there is a need for ICT tool for proper coordination and supervision of achievement of targets.

At present, there are 2.68 crore Persons with Disabilities in India constituting 2.21 percent of the population, according to Census 2011. The persons with visual and hearing impairment need to have mobile applications catering to specific problems of persons with specific disabilities. At present, persons with visual and hearing impairment are deprived of benefits of mobile/laptop use.

The Department is running different types of Scholarship Schemes for the welfare of students. The government needs to constantly monitor the academic progress of beneficiaries right from primary level to post-graduation level in order to link their academic progress with scholarship scheme on a digital platform.

Education is the most powerful tool of empowerment of persons with disabilities. The existing academic infrastructure and teaching tools are heavily loaded against the persons with disabilities. There is a need to design modern teaching aids which could put the students with disabilities at par with normal students in so far as modern teaching tools are concerned. There is an urgent need to bridge the digital divide between students with disabilities and normal students.

The public transport system in India is not very disabled-friendly as things stand now. There is a need to re-design the public transport infrastructure in a manner that persons with different kind of disabilities don’t face any hurdle in using public transport system. The public transport system need to have in-built display and announcement system which even visually / hearing impaired users can use with ease.
